I have the honour to forward for your

information the accompanying copy of notes supplied

by His Britannic Majesty's Minister, Peking, on questions discussed with me during his recent visit

to the Colony.

2. Subject to the following observations I

concur in these notes which represent accurately

the course of the discussions and the conclusions

reached:-

(a) The paragraph headed "Export of arms from

Hong Kong to China" contains the words

"samples were in any case allowed to go

forward". This refers to instances where

an individual weapon or a few hundred

rounds of ammunition were concerned.

There have been recent instances when

application has been made for whole cases

of weapons of different kinds and some

thousands of rounds of ammunition to go

forward as samples. In such cases a

Nanking Huchao has been called for.

(b) My concurrence referred to in the second

paragraph of the note relating to the

Customs Agreement must be taken to refer
